Traffic control and traffic flow

Traffic control and traffic flow describes how different authorities and personnel regulate traffic to ensure safety and efficient movement on Norwegian roads.

For a full overview of the current rules, see Laws and regulations.

Authorities involved in traffic control

In Norway several actors can direct traffic or carry out checks to maintain order, safety and flow:

Authorities and traffic control

AuthorityRoleLegal basis
PoliceManually direct traffic, enforce rules and issue ordersRoad Traffic Act and local police regulations
CustomsVehicle checks at border crossingsCustoms Act
Norwegian Public Roads AdministrationInspection, regulation, road work zones and controlsRoad Traffic Act and vehicle regulations
Road work personnelTemporary signing, stopping and directing at work zonesRegulation on execution of road works

Hand signal: arm raised

When traffic must be guided past obstacles or where there are no lights, hand signals are used. The most common is arm raised (amber signal) by police or construction personnel:

Hand signal arm raised

SignalMeaning
Arm raised (amber)Stop or slow down; prepare for further directions
Arm pointing horizontally (red)Drive in the indicated direction when told
Both arms towards lower backStop traffic in both directions

See also Give‑way and roundabouts for how hand signals overrule other rules.

Measures for efficient flow

Traffic control is not only about stopping, but also about optimising flow in different zones:

  • Traffic lights and variable signs for dynamic speed adjustment
  • Manual directing at events and construction
  • Use of temporary roads and detours during road works
  • Vehicle classification and lane control at borders and toll stations

For details on enforcement and sanctions, see Laws and regulations. For priority between lights, signs and hand signals, see Signals vs signs in traffic.

Summary

A good understanding of traffic control and traffic flow is essential for safe driving. Knowing the signals, roles and rules ensures you act correctly and contribute to smooth traffic.
